The hdhomerun's IR isn't driven by an in-kernel IR driver, thus
no /sys/class/rc/* is expected. And your issue has to be something
completely different, since there's no way you're using in-kernel
decoding -- you're using lirc userspace decode only.

If you're seeing it on all key presses, its more likely that you
just need to do some repeat filtering. lirc.org/faq has some bits
and pieces on that front.
