The only reason the Mac Mini is $700 is because its basically a high end 
laptop without a screen.  It has a fairly high end mobile processor, a 
good chunk of memory, a decent mobile graphics chip.  To top it off, it 
has a similar footprint and lower power consumption than an ION.  
Chopping off the OOO dispatch queue was Intel's cheap and dirty way of 
cutting the transistor count and power requirements for the Atom, but it 
doesn't mean it was a good or needed one.
