[mythtv-users] Skip forward back delay in 0.24

It's the pre-built binary from Sourceforge, so I'm assuming it has MMX enabled (it's in the filename :).  Fortunately, there is no disruption of playback, there is just a lag for how long it takes to actually skip from when I press the button.
