I have nearly the same setup.  Two HD-PVR's, and two ATSC tuners for an
antenna.  I have it set so the same channels have the same callsign and
xmltvid.  Actually the xmltvid was already the same, as provided by
Schedules Direct.  So all I needed to do was change the callsign.  I also
changed the channel number to be the same.  This will keep the guide from
showing duplicate channels.

To give preference to the OTA tuners for local channels, I think you just
need to make sure those tuners have a lower tuner ID, meaning you define
those tuners before you define the HD-PVR's in mythtv-setup.
