It's cost prohibitive.  An low-end ATSC modulator board costs around
$1500.00, and if it is powerful enough to pickup a signal from more
than a few feet away you are likely to get a visit from the FCC.

It was much simpler back in the analog days where all you needed was
an amplifier for whatever signal was being pumped out of your VCR.
