Looking at the summary, my first thought was that the purpose of this was to 
keep Sky and Virgin quiet.

The last sentence of the last clause (1.15) is also of concern to those here, 
since it talks about the ability to "limit the availability of programme 
listings information for the purposes of securing content management", whatever 
the heck that means.
