If it is Cisco then it is almost certainly Scientific Atlanta based code 
so my guess is you will need to find one of the SA methods to make this 
work. The SA boxes have implemented channel changing in many ways and I 
think the most recent releases require both a button press and a button 
release (-f 5). The most complete version of the SA methods I have seen 
can be found at:

experiment with the -f option until you hopefully get one that works.
