It's generally called "selective output control" or something like that.

I wouldn't bother my own Congresswoman (note the singular) about it, she seems to have problems comprehending something as 
complex as a pencil, and calls anything she does not like a "job killer".

But if you have a local rep who will actually listen, by all means do everything you can.
