Jerry:

I have a QIP-6200 and (I believe) the sa3250cmd program seems to work
for checking the power state and then turning it on if it is off.
I'll have to check when I get home, but I set this up about a month or
so ago and believe I thoroughly tested it.

I do remember there were a few quirks to setting it up, and I don't
remember them off the top of my head, but I'll see what I can dig up
when I'm home.
