A CAM(1) is simply the device that's used to stick a smartcard in and
handles decryption of the stream the tuner uses. Most of the time it's
connected via a CI(+) interface and actually the CAM is the device that
a lot of content-providers sell or endorse themselves.(2,3). So the CAM
itself and it's use is not illegal(in NL). However in the US it might be
and if that's the case, discussion needs to stay off this list.
