In ubuntu you need to ensure you have installed the proprietary drivers from
the restricted driver app (or whatever it is called).
I have two of these cards in my server and run both tuners on each. This is
with ubuntu 10.04 but I am using the firmware from 9.10 since it was more
reliable to me.

yep, I agree with John, it sounds like missing firmware file. check to see
if the card is detected with
grep -i dvb /var/log/messages
it should throw stuff like
dvb-usb: found a 'DViCO FusionHDTV DVB-T Dual USB' in cold state, will try
to load a firmware
usb 1-7: firmware: requesting dvb-usb-bluebird-01.fw
dvb-usb: downloading firmware from file 'dvb-usb-bluebird-01.fw'

if not install the firmware in /lib/firmware (usually)
