I've done something along this lines, and a few people here have
recently asked me to make it available, so I'm hoping to do so in the
very near future (hopefully this week/weekend). It handles things like
when a channel moves between locations, but doesn't handle adding new
channels. It also doesn't properly handle things like if your cable
company moved channel X to location Y, and then put new channel Z in
the same place as X.. It emails you information about what changes it
found and which ones it fixed automatically.
