Ding!  We have a winner!

Changing vdpaubuffersize to 40 fixed the issue.  I can now play it
flawlessly.  The ffmpeg issue I was facing is a different problem that
I will investigate on the ffmpeg side of things but my mythtv quandary
is resolved.  Why is not a higher number than the default
vdpaubuffersize=17 used?
