The 5C status and the copy control information are not guaranteed to
be the same.  The cable cards require CCI 0x00 to decrypt and stream
content to an untrusted party.  They don't care about 5C.  Most of the
time, these values will be heavily correlated, but not always.

Note that CCI may be set to a non-zero value even on an unencrypted
channel.  The cable card will block access to these, even though you
could have gotten them with an ordinary clear-qam tuner.
