RS-170A NTSC video may be able to be captured at any horizontal pixel
rate you want -- Chyron 4 CGs used to generate it at 1500 pixels per
scanline, about 35ms resolution.

But the 262.5 *scan lines* per field is a pretty fixed number; if you want
to adjust *that*, you pretty much are required to capture all
of them, and then scan mathematically.  

Even a 1/2 scale -- field for frame capture -- amounts to just dropping
every other field.

So no, digital capture of analog video isn't quite variable "by definition".
