I'm using a Dish VIP211 here and not having sync issues -

[   14.033400] hdpvr 1-4:1.0: untested firmware version 0x15, the driver 
might not work
[   14.351341] hdpvr 1-4:1.0: device now attached to /dev/video0
[   14.351365] usbcore: registered new interface driver hdpvr

I did experience some sync issues months ago but solved it by reducing 
the load on the BE.
