While some of the newer Comcast STBs can do MPEG-4
(along with 1Ghz tuners), Comcast was/is using MPEG-4
only for some of their 3D content. Since most of the
existing base of STBs (and DTAs) can only do MPEG-2,
even if Comcast uses an MPEG-4 stream for (3D) content to
the customers that have been up-sold to the newest STB, they
have to send a MPEG-2 stream for everyone else for now.
As with all else, things will eventually change.
