There is little reason to buy one at this time (same reason there
is little reason to buy one of those set top boxes off eBay).
Providers vary, but the position of the US big two (Comcast
and Time Warner Cable) is that they will not activate a customer
owned STBs, nor activate a customer owned CableCard.  The
providers insist that as "security devices" (to protected their
content assets), they fully own/manage them.  The FCC rules
that allow customer owned equipment to be connected is not
currently interpreted to cover security devices (at least by
the providers).  I am sure that it is just a coincidence that
that also corresponds to higher monthly fees.  As with much
else, specific franchises may vary.  And in Canada, I
understand it is common and supported to purchase STBs.
