Yes, because everyone in the world should have to shut down every single 
mythfrontend/mythjobqueue/mythbackend on their entire network just to 
flip a commercial flagging setting.

Yeah, the real problem is that we have way too many settings buried in 
settings pages.  We are working on that, but it takes at least 10 times 
as long to properly fix code that relies on a setting than it takes to 
"just add one little setting."
