Sure, if one has another room close enough that one can place it such
that the noise will not annoy that room's inhabitant(s).  Not everyone
has that.  Not everyone has a cabinet that will allow the air flow
needed for a PSU and or system that requires airflow to cool and yet
suppresses the noise.

Exactly (thinking of this mini-itx m350 case that has been suggested)!
Instead, one can use an inch thick silent nettop.
