Have you ever considered cputhrottling?  That is what I do on my
frontend machine (running powernowd), which will scale the cpu
during idle down from 2.8mhz to .35mhz, and I can tell the
difference by how much heat the ps is disappating.  When running
full blast the back of the slim case and fan is warm to the
touch, when idling, cold.  I notice no difference in performance,
since when the cpu is needed, it goes right back up.

Also, I have disconnected the floppy and anything else
non-essential.  Having it power down the disk might help as
well.  You can cut quite a bit on a normal machine just by doing
that...
