No, they both step on to the next track or the position of the chapter 
mark, which I put 44 seconds in, to see the title. The vlc gui Playback 
 > Navigation > DVD menu shows 7 options that are inactive - again, they 
go back to (probably) the start of the first track.  But Playback > 
Navigation also shows Title 1 to Title 26, each having Chapter 1 and 
Chapter 2, which are correctly selectable.  The Previous Chapter/Title 
and Next Chapter/Title buttons displayed on screen don't work as I had 
hoped, though.
