That's just not enough information to know.  Does myth show that the
subtitles are present, but just not show them by default?  If so, then
yes, that's a forced subtitle.  A forced subtitle is a track or part
of a subtitle track that should be activated without user
intervention.  The alien voices on the District 9 Blu-ray are a good
example.
