Here in Boston area Comcast does NOT do this. What you get from basic
cable via QAM is the same stream as OTA (yes, I compared).

It's actually evident even from their lineup. At most two OTA HD
channels are on the same multiplex, so there is enough bandwidth so
re-encoding is not needed.
