If you mean playing the blu-ray drive in your FE or BE and decrypting and
playing the blu-ray in situ... the answer is no. I believe preliminary
blu-ray structure support was added in 0.23 and enhanced in 0.24 (but I
dont think it is up to dvd levels of reliability or ease of use yet due to
decryption difficulties).

0.20 could of course play a high quality h264 file if you managed to create
one seperate from the disc using other software available for your PCs.
I suggest you upgrade 0.20 is a very old version now and 0.24 has been out
for 18 months - it is stable.
