Yes, they are a very basic UPS (Cheap), and rely on BIOS Auto power on 
feature to start system after shutdown.

I was thinking you could use ACPI Alarm to power up the system, by 
setting a time Alarm +5min of shutdown, should solve your issue if power 
comes back on whilst system is shutting down.
