No.  They're slightly different, but confusingly related features.

The "Record New Episodes Only" option came first and is not a filter.
The scheduler still matches old programs and marks them so they show
up as "repeats" in the View Scheduled and Previously Recorded screens.
Think of it as a variation on duplicate checking.  That's why it's
historically been grouped with the duplicate checking options.

The "New episode" filter came later and is truly a filter.  When used,
the scheduler won't match old programs at all and they won't show up
in View Scheduled and Previously Recorded.  When the original new
episode and identifiable filters were added, they were hard coded and
were shoehorned in with the duplicate checking options.  The filters
were split out from the duplicate checking options like they should
have been all along when we added the new, extensible filters.

We could probably do away with the "Record New Episodes Only" option,
but I suspect there are a lot of users who like seeing the repeats
explicitly marked as such.  I'm probably in that group since I still
tend to use it instead of a filter.
