The reason for this is because the scheduler will automatically use the 
next available tuner capable of recording the desired show.  If you add 
all your virtual tuners at once, those virtual tuners associated with a 
single physical tuner will all be ordered sequentially, so the scheduler 
will always try an in-use virtual tuner before dropping to a fresh 
tuner.  If you add additional virtual tuners at some later time, that 
ordering may not be guaranteed, and you could end up dedicating two 
physical tuners to a single multiplex and being unable to record a third 
show on another multiplex.
