That is the (max) thermal design point of that chip,
and at that point, the choices are shutdown or
damage.

Just to test, I would pull the card next to the GPU
and see if the system can manage to keep the
GPU cool if there is no card next to it.  If not,
either the heatsink/fan are broken in some way,
or the case has really poor airflow.
