Yes, you could.  The advantage of doing that is that the Cable Card 
handles the channel mapping, so you never have to worry about the cable 
company moving channels around on you and figuring out the QAM mapping.

The disadvantages are that you might have to pay a fee for the card, and 
you can only record one channel per tuner (with QAM, you can record all 
the programs on a physical channel, and the broadcast channels are often 
grouped together).

Of course, if they have a waiver from the FCC and are encrypting the 
local channels, then you have no other options (besides an antenna, 
through a cable box, not watching the channels, pirating the episodes, 
waiting for them to be on DVD, watching them through Hulu or a similar 
service, using iTunes, or, well, you have lots of options).
