I'm not a udev expert but this worked for me:

In 98-ctn91xx.rules change NAME="ceton/%k" to SYMLINK+="ceton/%k"

This will create the devices in /dev and the symlinks in /dev/ceton

I'm using udev-171-r6 on gentoo.
