It turns out that there was already a ticket for this:
http://code.mythtv.org/trac/ticket/11513   Making those changes fixed the
time/date formats and translations.

I found it right away when I looked on the bug tracker.  I wonder why I
didn't see it before...

Anyway, bug squashed.
