I just Grepped "Failed" in my old mfdb files (1/17 - 2/113) and each of the
failures appened between 21:02 and 21:07.  I have some other times in there
(including as early as 21:15) that downloaded fine.  My 2/17 failure ends
with:

What's the difference between "BlockedTime" and "nextSuggestedTime"?  My
next attempt ran at 21:00 Eastern on 2/19, Which is obviously not my
suggested time.
