Usually you can enter the BIOS (hit F2 or F4 early, there is usually a message telling you which).
Then set the boot order to use the CD. If it is not listed as a boot media then it probably is
not recognised, as you suggest. Try another reader?

With modern machines you may need to disable secure boot, again a BIOS option.
