How would you actually start anything on a headless machine, without SSH 
(or RSH/telnet/etc...)?  Headless means no local terminal.  With no 
local terminal, there is no local input, and _all_ commands must be sent 
remotely.  Even were mythtv-setup internalized by mythbackend as a web 
application (as is eventually planned), you would still need to perform 
some basic configuration for your machine, and start mythbackend.
