This looks like a useful hardware platform for Myth. It can be bought without an OS and has very low power consumption.

I have looked around and can't find anything that offers as many PCI/PCIe slots for so few Watts.

Very-PC is changing their business model - you used to be able to buy direct from them but that is not the case now. If you want to buy a BE 20 without an operating system it's probably best to go to their sister company, BothRealities - http://www.bothrealities.co.uk/. None of the other associates' websites seem to have an option to not supply Windows.
